Victoria Holt, distinguished Fellow at the Stimson Center, served as Deputy Assistant Secretary of State (International Organizations) during the Obama Administration (2009-2017). Previously she co-directed the Stimson Center’s Future of Peace Operations program, served in the Clinton Administration at the U.S. State Department, led non-governmental projects on peacekeeping, the UN and U.S. policy, and worked on Capitol Hill as senior defense and foreign policy staff for two Members of Congress.
